Persons not heeding evacuation orders in single-family, one- or two-story homes may face certain death.I mean what does it mean that someone "may face certain death". I may face certain death driving to work, getting a haircut, or skydiving. Some are riskier than others but I may face certain death in any right?

Do you remember that line from Naked Gun "he has a 50-50 chance of living but only a ten percent chance of that"? I think this announcement from the weather service about huricane Ike falls in the same category.
